A water-tower, scaffolding, and the remains of a plastic covering stand at the Connery Avenue rotary on the Massachusetts Military Reservation, October 31, 2012. During Hurricane Sandy the white plastic, which encased and protected the scaffolding and water tower during a restoration project, was torn from the structure by high winds, spreading debris across the rotary and forcing its temporary closure.
