The 2013 Massachusetts Air National Guard's Woman of the Year was Tech. Sgt. Victoria Kenny.

Currently Sgt. Kenny manages the entire fuels operation and oversees all fueling operations in the 102nd Intelligence Wing and agencies across the Massachusetts Military Reservation. She is the highest ranking female Fuels Air Guardsman in the commonwealth of Massachusetts and provides leadership guidance to the fuels section, despite being in a career field that is more than 90% male. Sgt. Kenny's exceptional leadership was highlighted when she led the fuels shop in achieving a 97% inspection rating on the first-ever Logistics compliance Assessment Program (LCAP) inspection in 2012. She piloted the idea to covert fuel quantity levels between different grades of fuel in an effort to increase domestic operations capacity of diesel fuel by more than 100 percent.

Relaying the traits that lead to the nomination of Kenny for the award Capt. Kristen Moulis said, "I was talking to her the other day and she told me that she was undergoing testing to see if she could donate a kidney to a police officer in New Hampshire that needed one. I asked her why she would do that for someone she didn't know and she said, 'because I can.'"

Sergeant Kenny consistently strives for self-improvement. Over the last year, she attended the Leadership and Management Skills for Women Seminar and the Women's Work-life Balance Seminar at Joint Force Headquarters as well as the National Guard Bureau-sponsored three-day Leadership Challenge Program. She also attended the three-day Technical Sergeants Involved in Mentoring Enlisted (TIME) Conference in Southbridge, Mass. and completed the six week in-residence Non-Commissioned Officer Academy at McGhee-Tyson Air National Guard Base, Tenn.

Executive Secretary of Public Safety, Andrea J. Cabral, Esq., was the keynote speaker for the Federal Women's Program luncheon at the Massachusetts National Guard headquarters here May 16, 2013.

Cabral was present to honor the accomplishments of some of the Massachusetts National Guard's Women of the Year.

Noted for her own accomplishments, Cabral was sworn in by Massachusetts Governor Deval Patrick on January 23, 2013 as the Executive Secretary of Public Safety. From 2002 to 2013, she was the Sheriff of Suffolk County and the first female sheriff in Massachusetts' history. She is a past president and past vice-president of the Massachusetts Sheriffs Association.

During the luncheon Cabral expressed her thoughts on women's strength by quoting a poem by William Ross Wallace saying, "The hand that rocks the cradle rules the world."
Cabral also said, "Female strength is exemplified by the women we honor today. That has a huge impact on people's lives."
