Lt. Col. Thomas L. Kennedy is the Commander, 102nd Medical Group, Otis Air National Guard Base, Massachusetts. He is responsible for planning, implementing, and executing the wing's medical programs and operations. Col. Kennedy leads 74 Airmen in three duty locations, overseeing a $4.1 million budget including equipment, formulary and medical supplies. In addition, he organizes, trains and equips the group for any state or federal contingency to include worldwide expeditionary deployment
Lt. Col. Kennedy is a 1992 graduate of Saint John’s University where he earned a Bachelor of Science degree in Pharmacy. He was commissioned into the United States Navy as an Ensign in the Medical Service Corps. In 1994 he deployed onboard to the USNS COMFORT (T-AH 20) as assistant department head, Pharmacy Department to Haiti in support of Operation UPHOLD DEMOCRACY. In 1997 he was re-designated as a Navy Public Affairs Officer and deployed in 1998 to United States Naval Forces Central Command onboard the USS INDEPENDENCE (CV-62) in support of Operation SOUTHERN WATCH and in 1999 to United States Forces Europe onboard the USS GONZALEZ (DDG-66) in support of Operation ALLIED FORCE. In 2013 he was commissioned as a Captain in the Biomedical Service Corps, 102nd Medical Group, Massachusetts Air National Guard. As the Detachment Commander, he led 47 Airmen in 12 different medical specialties executing the 102nd Intelligence Wing’s domestic operations medical response mission was activated for multiple support to civil authority missions for the Boston Marathon as well as the Massachusetts National Guard’s response to the COVID-19 pandemic.
Lt. Col. Kennedy has 23 years’ experience in law enforcement beginning his career as a Special Agent with the Bureau of Alcohol, Tobacco and Firearms (ATF), Springfield Resident Office, Springfield, Illinois. He is a distinguished graduate of the ATF New Agent Training Program and was awarded the Todd McKeehan Academic Achievement Award. In 2002 he joined the Suffolk County, New York Police Department and has held positions with the patrol division, Patrol Special Operations Team, Gang Team and the Community Relations Bureau. He was designated as a detective in 2016 and promoted to sergeant in 2017. In addition, he practices pharmacy as a staff pharmacist for Rite Aid Corporation in Shirley, New York.
